As others have mentioned, the SDR-IQ and similar radios can perform that
function.  Set it to record the desired landscape, and do a screen capture.
Edit the resulting file in Paint or whatever you have, and away you go.

I have had an SDR-14 on order for over a month, but they are back-ordered.
