[IRCA] 1070 test: no WAPI in Rochester

Set up an overnight recording on 1070, and no sign of WAPI's test - 
CBA, WINA and WNCT slugging it out all night. WINA was dominant at 
0100 ET, WNCT at 0200 ET, WINA again at 0300 ET, and by 0330 WINA 
owned the channel - got a nice recording of their local newscast at 0330.

Thanks for the tests, anyway, Les and Frank!

(Didn't try on Monday night, incidentally, because of a sick wife and 
kid, and didn't try Tuesday night because I was out of town. And 
didn't try on 690 because I have plenty of WJOX loggings from the 
interregnum between CBF and CINW when Montreal was silent for a bit...)
