[Swprograms] Australia's ABC sets forth new bias guidelines

"Fairness" has been an increasing concern by critics of the ABC; it
will be interesting to see how these new guidelines play out on Radio
National, Radio Australia, NewsWorld, etc.  Will programming become so
bland that listenership drops off?
