You just demonstrated why the FCC no longer considers amateur radio a
necessary part of emergency communication. Hams have failed to uphold their
end of the deal. When modern emergencies occur, gigabytes of information
need to fly NOW. NONE of the modes of transmission hams have are capable of
measuring up to the need. Your statement sadly stopped being relevant
sometime in the late 70's, and the ham community has lacked the vision to
innovate and regain the respect of the FCC. No wonder the chairman recently
made the above remark and is so sympathetic to things like BPL; hams have
basically reduced their own service to merely a hobby. Why should the FCC
shield a hobby?

I am sorry, Thomas. I don't mean to jump on you personally. I know a few
hams still sincerely care about WHY their hobby was created by Congress.
Just not enough to restore its value to the broader population. By the time
an emergency reaches the point where CW and tubes regain any contributory
value, most of the US will already be dead. Too little too late. There are
better ways of communicating in an emergency, just ask the military. Hell,
even the lowly cell phone, while badly wounded, grit its digital teeth and
muscled through 9/11 more effectively than amateur radio! Sheesh, amateur
radio has become little more than a club of grumpy old men.

There is no more reliable means of communication than amateur radio
operators using cw. I agree that it is more cumbersome, and that there
are many other preferred modes out there (I, myself use them).

But when the chips are down, and no other means of communication is
possible, cw will always be there to punch through. It is a travesty
for amateur radio operators to lose this unique facet that has been
the cornerstone of ham radio for decades.
