On March 24, 2011, the Federal Communications Commission cancelled WDOW's license and deleted the call sign from its database.
According to FCC-CDBS, WKPR applied for permission to move from 1420 to 1440 on 27 October 2010. The application was granted on 4 February, 2011, and they filed a license-to-cover for the 1440 operation on 9 December 2011.
So I would count it.What you heard was NOT a call change for WDOW. It was a frequency change for WKPR. As you say, WDOW no longer exists.
FWIW, the WKPR frequency change was made possible when WKLZ-1470, Kalamazoo asked the FCC to dismiss their application for license renewal in February 2006. If WKLZ were still around, 1440 would not be available at Kalamazoo.
