[IRCA] NE Oregon Wednesday DU

A little slack in the solar activity and the DU reception was fairly 
decent this morning. Many hets on almost every channel from 531-1404, 
with a few producing audio. All presumed DU due to accent. First audio 
around 1300 utc, peaking around 1400, most gone after 1415; 891 still 
producing audio 1455 utc with the Idaho 890 station not as obnoxious today.
