[IRCA] west cx seem back up / some DX tips

On the loopstick-modified Tecsun 380 ULR radio, SKstrong on 940 and 690, and 
E-W paths seem open again.

730 Alexandria VA is now English-language talk, and calls are WTNT. It's 
quite strong on my south wire, so I am not sure if it's powered down as it's 
supposed to (unless the power/pattern status has changed). Used to be 
Spanish. Relog.

Same with 950 Potomac Cabin MD. Quiet strong with Mexican format, on same 
wire. Relog.

Heard the name Russell Williams on 640, *underneath* Toronto. Unless they're 
talking about another Russell Williams, he is big news up in Canada, a 
senior military guy charged with several murders. It was hard to tell if 
this was CBC - if so that would be Nfld. Could possibly be a U.S. station 
picking up the story, or the station in MA which carries NPR and by virtue 
of that sometimes some CBC programming. I could not tell if the voice 
sounded like a CBC voice. Too brief and weak under a dominant Toronto. 
Needless to say, I don't hear NL often here.
