In the case of our military bases in the area, one is state owned, Camp
Rilea (a mile away). It looks federal gov., but the state owns it.
INfact in looking in the phone book, the PX and all are listed under US
gov, rather than the state.  The Feds use it. Infact about all branches
of the military use it at one time or another, plus the OR State Police
too.
