If KOOD 1480 asks for an FCC license to change it's "COL" City of Licence from Stielicoom, Washington to Fort Lewis, Washington --- it is under FCC rules.  Not the US Army.  Section 307(B) is an FCC rule.   1480 could still be licensed to "Fort Lewis" and not located on the base.    Most of the AM stations licensed to Seattle -- are not located within the city limits of Seattle.  But where an AM station locates and is licensed to serve  -- is all under FCC R & R.
