[IRCA] TP 2 Jan Victoria version

A pretty limited morning.   HLAZ faded up nicely to the last few 
notes of the piano music played at the Japanese program s/off at 
1344UT (woman in recognizable Japanese from 1341UT)    The Chinese 
program that followed faded very erratically for the next 15 minutes, 
but never amounted to much, then faded away.

The big carrier on 1017 that showed up after 1500UT?   Maybe Tonga 
left their transmitter on?
