I would never publish this on a broadcasters' list, but I would love to
see a massive one night "cheat" to protest night IBOC. All non-IBOC
stations stay on day power and pattern for one night to kill the
Hybrid-Digital IBAC Radio broadcasters. (I say this tongue in cheek.
It's one of those "what if we all stopped paying our taxes for a year"
type things. What are they going to do, fine everyone?) It will never
happen, and as a broadcaster who does his best to follow the rules, I
would never partake. But, it would bring enough chaos to the band to
get the point across.

Not necessarily. There are a lot of us broadcast engineers on the list
who are also avid Dxers.
