I think you may be mistaken on what you think are WAV files that are that small.  If you look at a CD in terms of megabytes per minute, a 700 MB CD is 80 minutes.  That means that one minute of audio would be about 8.75 MB.  A MP3 file, which is usually what you will find on the web, would be significantly less, usually about 10% of that size, the actual size being a function of the bitrate of the MP3.  SHN files, which are uncommon, are usually about 40% the size of a WAV file, but provide lossless audio (i.e. no compression at all).
 
I haven't used Sound Recorder, but I picked up a copy of Cakewalk Pyro at Staples so that I could make some MP3 files of songs from record albums that I own which may never get released on CD.  It was cheap ($35-40), took a little bit of head-banging to fully understand it, and worked great once I got my own expectations of how it should work out of the way.  It also does WAV files and several other formats too.
