Thanks for the query.  The listing I mentioned is the new WRTH bar-graph, which shows Sound of Hope as 1 kw.  The TOH fanfare sounded nothing like what I usually hear from CNR1.  (I've heard CNR1 on top of Taiwan on 5010, and it's regular CNR1 programming, parallel to 11710.)  So I don't think this was CNR1.

Also, signal level seemed not inconsistent with what I would expect from a 1 kw
 signal on 20 meters from that part of the world on a good day, based on
 my time as an amateur radio operator.
