[IRCA] 1640 unID - TIS possibly from Ohio

1640 on Oct 22 from Burnt River ON:

 Starts off with what is WQDY411 Strongsville Ohio. Looped TIS mentions Strongsville Library at 440-238-5530, Strongsville Historical Society at 440-527-0057 and 12205 Pearl Rd. “You’re listening to 1640 AM...” This was new here. Voice is male.

 This seems to fade at 1:00 of the clip, and a woman's voice comes to the fore. She IDs with WQ-something and I hear something sounding like "Youngstown." I don't think this is the same station, but maybe it is. I am wondering if anyone can make out the calls she gives.
