[IRCA] TP DX for Saturday October 12

Today's TP opening was better than yesterday's, but still far from ideal. The good signals were limited to the low end of the dial, and there wasn't much activity until about 1345. JOIB-747 was particularly impressive today, with a good signal for quite some time.

Some stations, including JOAK-595, KBS-972 and VOA-1575 didn't start producing decent audio until after 1400. The upper half of the dial was devoid of Asians, aside from below average signals on 1566 and 1575.
