[IRCA] NE Oregon TPs, Monday

Lots of low band hets again this morning but a little more audio. Got 
Dennis' 576 with DU audio very poor/poor in heavy domestic splatter 1311 
utc; 1575 with fast-talking person, very poor/poor, couldn't tell 
language, but maybe what Dennis also had, 1315 utc; 891 with presumed 
5AN DU talk under heavy 890 Idaho splatter 1317 utc. They can't seem to 
figure out when they should come on lately, wish they'd stay off until 
well after 1330, ha. 1116 DU 4BC presumed, very poor/poor in heavy 
splatter 1318 utc.
LWBC Radio Rossii poor 153, 180, 189, 279 at 1236 utc.
