[IRCA] Alberta TPs for 9 Dec 2011

   Very similar to yesterday here in Alberta.     Japan's 693 was the 
only one to reach audio today, and just barely, but otherwise all the 
strongest carriers were on the upper end of the band.    1566, 1575, 
1593, and 1602 all had strong carriers, but never quite made audio.
