[IRCA] TP for 9 Dec 2011 from Victoria: minimal upper band opening

A wee bit better compared to yesterday.  SF 145 A 2 K (12:00) 1.  No space
weather.  Listened from 14:45 and still listening at 15:07 as I type this.
 Nick's DX Fishbarrel has very little activity showing.  I'm getting
threshold (6 to 7) audio on 1557, 1566, 1575 and 1593 again today.  1566 is
the strongest.  Lower down 6 level on 1413 and 1422.  The latter actually
has a pretty strong carrier, but suffers from low modulation and splatter.
