[IRCA] 1710 in Victoria

At about 05:30 UTC, I was picking up Spanish on measured 1709.924 on the
Perseus SDR.  Has faded down now a few minutes later, but was at fair level.
 I could also see weaker carriers on 1709.992 and 1710.015 too.  Not sure
who the SS speaker might be, and from where........Walt Salmaniw, Victoria,
