I hear this station fairly often here in Livermore.  I checked it after reading
your post and found them on the same 1709.924 kHz.  Their signal seems to be coming
from the northeast.

At about 05:30 UTC, I was picking up Spanish on measured 1709.924 on the
Perseus SDR.  Has faded down now a few minutes later, but was at fair level.
 I could also see weaker carriers on 1709.992 and 1710.015 too.  Not sure
