It's not set out anywhere in the regs one way or another. The current rules are here:

and they don't specify the language in which the announcement is to be made, which means it's pretty much up to the discretion of the FCC to decide how to enforce it. In past years, the FCC seemed to insist on English; more recently, they don't appear to care one way or another.
