Hi Bill,
Not knowing any details about your setup or transformer, I'd remove the
transformer and check it with an ohmmeter; if good (isolation between
pri/sec windings, and continuity of each winding) I'd look elsewhere. (That
assumes the windings are not capacitively coupled to the input/output.)
