Is it dry?  Almost sound like water got in.  Or, nearby lightning made a
short through the core.  Sometimes carbon traces are very hard to find.  If
you can get at it, use of some teflon insulated wire is a good upgrade.  I
use that for all the small gauge windings, and THHN 600v #14 for the ones
with only four or six turns.  I also prefer the physically larger cores like
the FT240.  Is this a usual 9:1 transformer?  5/15 turn ratio?  Or
similar...
