[IRCA] Wierd Conditions-HAARP ?

Hello,

 

TP's conditions here have been strange.  JJ powerhouse stations in early, but not around at sunrise.  Sometimes strong signals briefly, then gone into the noise.  I wonder if  HAARP in Alaska is beaming millions of watts of RF into the Ionosphere and this is causing the wierd conditions. Tried to check out their web-site but the site is down.
