[IRCA] WALE-990 problems

It appears that WALE has a serious transmitter problem.  As of 8am there is
a very loud spur on 980 and 1000 obliterating the normal stations.  Sounds
like a noise run through a pipe, which is probably some sort of digital
artifact.  Heard on both the R8B and JVC equally well.

990 is S9+15 while the spurs are both S-8 or so.
