Scott I've never heard of a TIS on 1710 before. Can you elaborate? The
FCC TIS information page says that the TIS band extends from 530 to 1700
(see clip below). Searches of 1710 in the FCC databases turned up no
licenses.

in 1977 by the Report and Order in Docket 20509 (FCC 77-414, 67 FCC 2d
917) (scanned document), is covered under rule 47 CFR 90.242.
Travellers' Information Stations operate in the AM Broadcast Band (530
kHz - 1700 kHz)
