I was in the Caribbean about 5 years ago and noticed the Puerto Rico
stations consistently doing legal IDs in Spanish. At the time I thought
it was a bit odd. Later I wondered if Puerto Ricans had waivers
allowing them to do that, seeing as nearly everyone there, including the
local FCC staff, speaks Spanish.
