Looks like it might be Albania.  Mark Hattam was good enough to take a 
listen and spots them at 1457.68, which is very close to my fix.

I've grabbed about a minute of audio from 2222Z and posted it on my web 
site as an MP3 at:

I'll put it up on ABDX also if that's appropriate.

I'm very intrigued about the brief Oriental sounding music bumper about 
33 seconds into the clip.
