[IRCA] What authority to broadcast after 6 PM local



I have been listening to WDGR 1210 for the past 45 minutes or so 
(1725-1810 ET.)  Can someone explain to me by what authority are 
they broadcasting after 1800 local time?  According to a query at the 
FCC AM Query web page, they are authorized to broadcast 10,000 
watts during the daytime and 2,500 watts during critical hours.  Has 
there been a loosening of the definition of critical hours?

1210 WDGR GA, Dahlonega (presumed).  Heard with fairly good 
signals 1725-1810 with Korean old pop songs through the QRM.
A female announcer told listeners in Korean "Thank you for listening 
again today" in between selections. (wjh-MD)
