Oh... and as for the audio delay issue.

I also believe that the primary FM digital channel has to be identical 
to the primary FM analog channel, with the attendant switching and 
transparent (i.e.: no delay) capability.  After that, the digital 
multiplexed channels are on their own and there are no such 
restrictions or caveats placed on them.  MW digital, of course, is not 
authorized to multiplex, so no such problem there.

I believe it was Saul or Richard who stated that they hear talk on 
WHYY and then classical on WHYY digital.  Not so, I think.  What he or 
they are hearing is talk on the main WHYY-FM channel in digital or 
analog depending on receive location, signal strength, etc.; and then 
classical in digital on WHYY-FM2.  If the latter's digital signal 
drops out, there's nothing because there's no analog back-up.
