VoA isn't supposed to be a representative of the US
national policies - at least, not according to its
Charter. After reading it
(http://www.voanews.com/english/about/VOACharter.cfm)
one might see that 
1) VoA hasn't been fulfilling its Charter
2) NPR would do a much better job

Well, in Western Europe NPR already enjoyes greater
audience than VoA. The process will continue.
