Pretty sure, Nick :-) The station is a regular here almost every day in September, and I have a full ID from it at 1:22 into this archive recording from October of 2009

The male host of the variety show from 1300-1400 UTC has also been around for at least 4 years (although he only recently seems to have switched to a call-in talk format, with lady callers only). Back in 2009 and 2010 he was playing mostly popular music in his variety show.
Both the programming and propagation of this 738 Chinese station seem distinct from what usually comes from mainland Chinese stations. I do occasionally get a Mainland Chinese co-channel on the same frequency, though, from an unknown location (and also the South Korean station HLKG, at times).

I tried to match up your recording

manage it, at least at first hearing. On the other hand, I was able
to do so with a 1143 recording and an earlier archive. And the
thought that I'm hearing a station from Taiwan that you are not seems
a little unlikely, hi.
