The quality of the Russian ferrites is all over the board.  Same is true of
most modern ferrites.
I bought a batch several years ago from the same gentleman.  One way to test
for quality is to close wind the litz over a  3/4" polypropelyne tube and
hook the ends to an L/C or Q meter.  Insert the rod to be tested and note
inductance on the L/C meter or Q reading.  The rods with the highest
inductance out of the batch also seem to have the highest Q readings.
Ben Tongues' has some great info on Litz sizes and tricks for maxing Q out
of litz/ferrite solenoids.
