[IRCA] loggings: WKDV-1460 & WRXB-1590

1380   VA   WKDV    Manassas 4/26 & 1900. Faded up in time for ID:
                     "Queridos amigos. Es la Nueva Mega, Double U
                     Kay Dee Vee; catorce-sesenta A Eme; fourteen-
                      sixty, Ay Em; Manassas, Virginia." 
(CAT-NC)

1590    FL  WRXB    Saint Petersburg Beach. 4/26 @ 2000. Heard
                     while trying for the notorious WABV. Clear
                     "W-R-X-B," but the rest was unintelligible.
                     Mixed in was WYSR (SS) which then came atop
                     and was dominating, and suddenly dropped out
                     at 2002. So looks like they (WYSR) are
                     generally late in dropping power. (CAT-NC)
