Indeed.

My local graveryarder, KRSN 1490 Los Alamos, has its transmitter and 
tower on National Laboratory property, which is owned by the U.S. 
Department of Energy. The Lab found room for it because it considered 
having a local radio station operating an asset to the local community 
built up around the Lab.

I doubt that they bothered with the IBB, though. The location is 
supposed to be temporary, and the station has an STA for it from the FCC.
