Dan,

You came back with what I wanted. I know the treaty was written in 1972, 
but didn't
know when VOA ops ceased.

I remember that when the treaty was implemented, roadway traffic went from the
left side to the right side. At midnight, all traffic stopped and police 
directed all
from the left lane into the right lane.

When I got back to the US from Bermuda (home leave) enroute Okinawa (1984,
with Navy), I kept wandering over to the left side on side roads. Kept 
forgetting
about the right lane. 3 years on Okinawa just reinforced that. Made me a real
hazard on side roads.
