[IRCA] Alberta TPs for 21 November 2016

     Didn't see quite the same jump here as others observed.  The low 
band Japanese were certainly much improved, but the upper end of the 
dial was a bit worse than yesterday if anything.

693	JOAB	Tokyo, JAPAN	First audio noted was at 1400 with time pips. 
Had bits and pieces of audio after that, but never in the same league as 
747 and 774.

747	JOIB	Sapporo, JAPAN	Woman in Japanese at 1352 during language 
lesson.  Fair to good.

774    JOUB    Akita, JAPAN    Best it's been in a while with language 
lesson at 1350, reaching good level at times after 1400.

1566	HLAZ	Cheju, S.KOREA	   Fair at best today, with talk around 1412.
