[IRCA] Tonight on 1710

Very strange.  I was on my way home from the radio station a few minutes ago
and heard a most unusual signal.  I took the long way home through the
countryside so I could do some dxing and heard what sounded like Indian
music on 1710...uh, Eastern Indian, not Native-American.  I've never heard
anything on 1710 before, let alone this type of programming.  Couldn't get
an ID because it was constant music for the 6-8 minutes I heard it.  Any
ideas?
