[IRCA] conditions

All is not lost.

This morning, "SQM"-529 was coming in from Alaska here in Victoria at 
1345UTC, and 774 and 1566 had carriers on them which had an oriental flavor 
(or least the loop said so).   Looking at the traces recorded last night 
and this morning, showed a sunrise peak for Asiatic signals around 1515UTC, 
but I wasn't listening then.
