Amateur radio is fairly well regulated and
monitored much like the rest of the commercial
spectrum in Canada. Pirates, for instance, do
not flourish here. They last about 48 hours on
the air.

Back to the DHS for a moment: As a result of
successful court challenges to the patriot
act (financial institutions and insurance
companies being forced to give complete access
to their databases to the FBI), there is a small
tide turning on the willingness of the American
people to give up their liberties all in the 
name of protecting them from shadowy evil-doers.

This is mind, combined with the fact that the
Amateur radio population makes up one significant
grey brigade in America, I would imagine that this
is one readily activated lobby that will march
straight for Washington the moment their 'hobby'
is threatened.
