[IRCA] NE Oregon Tuesday TPs

TP longwaves were much poorer this morning with only the usual Far East 
Russians heard. MW had quite a few hets and 1566 HLAZ produced some 
brief audio at 1423 utc.
1725 GA PNG beacon very poor 1418 utc with heavy fading.
