On 10 Nov, Ecca was on 1268.977 so surely that is your carrier.

As to the guy on the low side of 1575, this was noted at Grayland in 
October. I have a few noisy seconds of audio that seem English so I 
suppose it was one of the AFN stations other than Misawa which is right 
on 1575.
