[IRCA] TA/TP for 15 Nov from Victoria, BC

Good grief, fair audio on 774 already at 0720UT, also noted trace audio on 594, 747 and 972(!).  Something struggling on 1287 also.

Around 0700, there was a carrier on 1215; considering it had been dead all evening, that was a bit surprising.
