WJCC 1700 (formally "DWJCC" in the FCC's database at the moment) is actually broadcasting legally, notwithstanding its cancelled license/deleted callsign status.

That's because it applied for Special Temporary Authority back in June 2006 to remain on (or perhaps return to?) the air as the FCC reevaluated its failed attempt to use the X-band to winnow out stations (like WNMA 1210, WJCC's parent station) that were significant causes of interference on the "standard" AM band.

Adding some detail for what it's worth, 1700 WJCC Miami Springs, was last noted on the air 10/28/05 in a post hurricane Wilma band scan. Some time after that it left the air, first noted off 02/26/06. On 6/6/06 it was again noted back on the air briefly for testing. A few days after that they resumed regular broadcasting and continue to do so now.
