There's a pretty basic EQ in Winamp, which is free (nullsoft.com).

For more complicated stuff, I like the EQ and noise reduction in Cool 
Edit. The software's no longer being sold under that name (it's now 
Adobe Audition, and has succumbed to feature bloat), but it's still out 
there in older versions with some searching.
