[IRCA] PSRA/PSSA problems and AM to FM translators

The current issue of Radio Currents at
http://beradio.com/currents/radio-currents-030507/ has the story of the
FCC rescinding the PSRA/PSSA changes for DST while they try to fix the
computer problems that produced erroneous power level authorizations.
The following is a partial quote from the story.

"To permit AM stations currently operating with PSRAs and PSSAs to
continue to do so in communities with DST, for the period March 11
through March 31, 2007, licensees should use the April DST advanced
powers and time periods shown on their current PSRAs and PSSAs for their
pre-sunrise and post-sunset operations."

The same issue of Radio Currents also has a story about the FCC issuing
FM translator licenses to another AM station. WGNS-AM in Murfreesboro TN
received permission to operate two FM translators. This follows the
previous permit issued to WHRI-AM in Rock Hill SC to operate an FM
translator. All of these permits were issued as STAs since the FCC rules
don't contain a provision for such operations.
