The 1540 tester is 95% likely WYNC-1540 Yanceville, North Carolina, 
near the Virginia/North Carolina border.

Evidence: it loops west of WARR-1520 Warrenton, North Carolina.

NRC list says 2.5 kW w/1 kW PSRA. That doesn't account for the wide 
disparity between two
different signals levels observed, or S7 (low) and S9+10 dB. That 
would be 2.5 kW high power and
about 14 W low power.

Maybe a night power? An old tube transmitter w/exciter going directly 
into the tower?

The frequency varies about 14 Hz w/no discernable pattern, which 
agrees with this being an old,
beat-up tube transmitter.

That's IT: They're transmitting tubes to the aliens!
