[IRCA] Status of NRC Web Page and List

This received from Wayne Heinen of the NRC Board of Directors in response to 
my direct message to him about the NRC website and list not working for the 
last several days.

            "We lost our DNS server and a router in the Mountains yesterday, 
replacement  & repairs are under way"

I hope this ends unnecessary speculation about this matter.  It always helps 
to get the facts first.
