[IRCA] Odd Ball signal on 1030 Khz

In WBZ null am hearing a repeating message that consists of wobbler type
noises, internet connect sounds, applause from a stadium, male voice (?in
Spanish?) mention something about Radio ????, then repeats itself again
about once a minute.  Possibly WNVR or ??   Anyone else hearing this?

First noticed a few hours ago on car radio while driving in Joliet, and now
at home (at 11:30pm CST) on YB400 and R8A.
