Some people will need a bit more than 1180 Ohms due to soil characteristics
so I'd use a 1K pot for at least the first cut. Past that, I'd do what Craig
says and make the pot small enough to cover only the seasonal variations
caused by wetness / dryness, and surely 500 Ohms would be a usable value for
that.

For some Beverage termination boxes I used in the past, I had 250 Ohm pots.

Rather than using a touchy 2500 ohm resistor, or an even more hair-trigger
5000 ohm, why not use a 500 ohm in series with a 680 ohm fixed resistor?
Does RS not sell pots smaller than 2500 ohm?
